The Joplin City Zoning and Planning Commission unanimously approved five land‑use cases at its Dec. 8 meeting, advancing multiple rezonings and a voluntary annexation to the City Council for final consideration on Jan. 5, 2026.
The commission approved Case 039‑25, rezoning 1531 South Iowa Avenue from M‑2 (heavy industrial) to R‑2 (two‑family residential). Applicant Heath Lanyon of Carthage told the commission that financing and rebuilding limitations under the existing zoning prompted the request. There were no members of the public who spoke in favor or opposition, and the commission moved to approve the rezoning.
The panel also approved Case 041‑25, a voluntary annexation of property at 4549 South Highway 43. Derek Lee, speaking for the property owner, said an existing gas station is a nonconforming use and that underground tanks would be inspected or replaced as part of construction; no public opposition was recorded. The commission voted to approve the annexation and associated steps to allow replacement of the station.
Case 040‑25, recorded in the transcript as affecting "494549 South Highway 43," requested rezoning from R‑1 (single‑family residential) to C‑3 (commercial) to regularize a portion of an existing gas station that currently sits in an R‑1 zone. Derek Lee again represented the applicant. Commissioners asked no additional substantive questions and voted to approve the rezoning.
Case 042‑25 would rezone land near Southeast 20th Street and South Geneva Avenue from M‑2 (heavy industrial) to C‑3 (commercial) to allow the new Prospect Village development. Blake Rort, representing developer Woodsonia, said the project will include access points from Geneva, 20th and Davis streets. Commissioners expressed support and approved the rezoning.
The commission also approved Case 035‑25, rezoning the northeast corner of West 20th Street and South Empire Avenue from C‑1 (neighborhood commercial) to R‑1 (single‑family residential). Applicant Matt Brogan said the proposal is for a three‑bedroom, two‑bath home to be sold, not rented or used as an Airbnb.
All motions on the agenda were approved without recorded opposition. The chair noted that the written staff recommendation and materials — including the 2012 comprehensive plan, the Joplin development code appendices and related guides and regulations — were accepted into evidence for today’s hearings. Approved cases will be presented to the Joplin City Council at its Jan. 5, 2026 meeting.
