The board requested a written agreement, asked for confirmation from Elmore by Dec. 22, and told staff to convene a joint committee (earlier in the next year) including select board members, EMS chief(s) and Elmore representatives to study longer‑term cost allocation, readiness measures and data collection for subsequent years.
The board emphasized the distinction between readiness (the fixed cost of maintaining staffed apparatus) and per‑call expenses and discussed relative per‑capita burdens given Morristown’s larger grand list and EMS budget. Elmore agreed to provide a written interlocal agreement and supporting data.
