Council approves indoor-only Hounds Town USA special-use permit in Cane Island

The Katy City Council on June 8 approved an ordinance granting a special-use permit for Hounds Town USA to operate an indoor-only dog boarding facility at 132 Cane Island Parkway, Units 206–208.
The council opened a public hearing and heard from Chris Abel of KW Commercial, who told councilors the business is a national franchise and “it can be self contained, no outside activities.” Abel said the proposal is for boarding that will be entirely indoors.
Council members questioned operational details before the vote. Council member Michael Mills pressed the applicant on outdoor activity and waste handling; Abel said “No outdoors. All indoors,” and explained that planning staff had discussed a sprayed solution “that dissolves the waste” and routes it to drains. Planning staff clarified that additional services would require review if they fall outside the SUP or zoning rules.
After brief discussion the motion to adopt the ordinance was moved and seconded; Mayor Dusty Thill called the question and the council voted in favor. The motion carried.
Why it matters: The SUP allows a franchise business to operate in a light-industrial district while the council and planning staff limited the approved scope to indoor boarding and documented an approved waste-management approach. The approval also establishes a precedent for similar service businesses in the Cane Island area.
