Parks department submits $2.6M urban greening proposal; softball field rebuild estimated over $3M

Staff said the concept application was filed and, if invited to apply, the city would proceed with a full application later in the summer; the program is part of funding from the governor’s Prop 4 water conservation and climate resiliency resources. The proposal described planting about 700 trees, 1,500 shrubs, a 100‑plot community garden with 25 learning plots and installing shade structures over the playground and learning garden.
On capital projects, senior staff reported engineers' cost estimates for Phase 1 of the 10th Avenue Softball Fields are “well over $3,000,000” and described a phased approach: initial work would add a dividing fence between north and south fields, install ADA‑compliant cement pathways to back fields, and expand parking where feasible. Staff said parking is tight and they are exploring adjacent vacant lots for purchase or lease as part of future phases.
Staff framed the urban greening proposal and field improvements as complementary pieces of a larger plan to build out Heroes Park and improve recreation infrastructure; funding, if awarded, would be blended with departmental and other grant dollars to complete programming and recreation improvements.
Staff also updated the commission that multiple grant applications are ongoing and that the department will receive notification of the urban greening program outcome in July.
