Planning commission approves owner-operated pet grooming business at 610 N. Erwin St.

The Hanford City Planning Commission voted June 9 to approve Conditional Use Permit #606, clearing the way for an owner-operated pet-grooming business at 610 North Erwin Street in the Downtown Mixed Use (MXD) zone.

City planning staff told commissioners the site is legally nonconforming but may remain as is. Staff said the business would operate entirely inside the existing building, offering bathing, clipping and nail trimming; hours were proposed as Monday through Friday, 9 a.m. to 5 p.m., and the applicant does not propose boarding or overnight care. “The use of a pet grooming business requires a conditional use permit in the MXD Downtown Mixed Use zone district,” staff said during the presentation.

Commissioners asked technical questions about plumbing and parking. A commissioner raised concerns that a backflow-prevention device must be installed and that the city requires 12 inches clearance on every side; staff replied that the applicant has applied for a building permit and the plumbing and backflow details will be reviewed during that process and by public works. Staff also said the site is in the central district and within a half-mile of high-quality transit, so no additional parking was required under the district standards.

There were no members of the public who spoke in favor or opposition during the public-input portion of the hearing. Following discussion, a commissioner moved to adopt Resolution 2026-07 approving Conditional Use Permit #606; the motion was seconded and approved by roll call.

The commission closed the public hearing after the vote. Staff noted a notice of exemption under the CEQA guidelines for existing facilities had been prepared for CUP #606.
