Doug Reig, with engineering firm DVG, asked the St John Town Plan Commission on June 3 to extend the primary plat approval for Castle Rock Phase 3 by one year.
Reig said the plat was approved in late July 2025 and that construction has begun but “is moving slower than expected.” He told commissioners the developer still needs permissions from multiple pipeline operators before certain infrastructure work could start, and that those permits contributed to the delay.
Staff reported the town’s public improvement inspector has visited the site and observed progress on stormwater and pipe installation. The extension request would move the plat expiration from July 30 this year to July 30 next year, allowing time for the outstanding improvements and for the developer to return later this year for final plan approval.
Commissioners signaled informal agreement to the request and noted the town can revisit the matter if progress stalls. No formal roll‑call vote on the extension was recorded in the study session minutes; commissioners indicated they expect to see a final plan submittal before the new expiration if work continues.
The commission moved on to other agenda items; no additional conditions were added to the extension during the study session.
The Plan Commission’s next regular public meeting is scheduled for June 17, 2026, when related development items may return to the agenda.
