D39 staff report window replacement, PTA-funded playgrounds and 2027 life-safety study

District staff told the committee June 8 that a major window-and-door replacement at the junior high is underway this summer and that two PTA/PTO-funded projects will be advanced to board approval next week.
Staff reported the Central PTO is funding an auditorium stage-lighting renovation expected to be completed before the first day of school, and the Harper PTO will fund a main-playground replacement scheduled for July. Staff noted that the playground's canopy/covering exceeds the village accessory-structure height standard (15 feet) and will require a variance process before the vendor can install the planned equipment. "By the time the summer's over we should have two nice additions to our buildings thanks to the PTA and PTO," a facilities presenter said.
Officials also briefed the board on longer-term capital planning. Beyond the window project that is currently active, staff said the next set of priorities will rely on the results of a 10-year life-safety survey being scheduled for 2027; that survey will catalog items by urgency (A = one year, B = five years, C = recommended) and provide estimated costs. Staff reminded the board that capital funding comes from a mix of operating surpluses and periodic bond issues; they noted debt-service capacity tied to tax year 2028 funds (collected in 2029) could allow a bond issuance in late 2028 or 2029 if needed.
Board members asked about specific projects previously discussed (parking/drop-off changes at the junior high) and about whether such projects remain on the table; staff said they would be considered alongside other projects once the life-safety survey results help prioritize needs and costs. Staff also said the district has, in recent years, completed a series of major facilities upgrades (learning commons, kindergarten expansions, air-conditioning installations) without a referendum through careful multi-year planning.
The district will bring the PTA/PTO donation agreements to the board for formal approval at the next school-board meeting.
