Committee reviews FY25 capital closings and approves multiple contracts, including elevator modernization and tree removal

Deputy Budget Director Don Kisnell presented a capital program update and summarized finalized FY25 capital spending of $49.5 million and the implications for operating budgets. Kisnell reminded the committee that capital borrowing affects operating budgets over the life of loans: roughly, he said, every $20 million of county cost implies about $1 million of operating cost depending on interest rates and amortization.
Committee members reviewed FY26 projected spending categories (emergency communications center, UKAT transportation, highway equipment) and asked for project‑level reports where required. Kisnell offered to provide individual project sheets for any capital project above $5 million.
The committee then considered multiple resolutions and contract approvals on the agenda. Items approved or advanced included:
• Res.313 — an intermunicipal agreement with BOCES to administer master electrician testing for DPW. The committee adopted the agreement.
• Res.314–316 — capital projects to modernize elevators at 368 Broadway and the courthouse and a contract to Taconic Elevator Company, Inc. to perform the work under the newly established capital project; the committee adopted the measures and awarded the contract.
• Res.317 — a contract amendment continuing pool maintenance through Dec. 15, 2026 (annual startup and winterization work); the committee approved the amendment and discussed procurement history for the vendor.
• Res.318 — a one‑year contract with New England Property Maintenance, Inc. to remove hazardous trees along county highways; members discussed ash‑tree disposal constraints and whether local vendors had opportunities to bid.
The committee also set a July 14 public hearing for proposed Local Law No. 12 of 2026 to permit vending and concessions at the county pool complex during authorized events.
What’s next: staff will circulate project‑level capital reports on request, bring contract specifics and procurement backup to the full legislature where required, and coordinate budget season implications of capital borrowing with the operating budget office.
