County staff preview land‑use hearing, well‑plugging outreach and clarify Platte River lawsuit scope

Larimer County's community development staff previewed several land‑use items on June 8, including a contested appeal and outreach planned for residents near orphan wells.
Rebecca Everett, Community Development Director, told commissioners that the day's land‑use hearing would include several consent agenda items and one discussion item: an appeal related to limits on special events for the YMCA of the Rockies in Estes Park. Staff said an HOA submitted public comment and that the case could remain on consent or be pulled for discussion at the hearing.
Everett also announced an oil‑and‑gas outreach event on June 16 in the Hearthfire neighborhood. She said staff mailed notices to about 900 homes near wells scheduled for plugging as part of the county's work with the Energy and Carbon Management Commission's orphan well program. The event is an open‑house from 5 to 7 p.m. with poster boards, county and city staff and state program representatives available to answer resident questions.
On another matter, Everett clarified recent media reports about Platte River Power Authority: "That lawsuit relates specifically to their PRPA's air permit from the state, not to their 1041 permit that was approved by Larimer County," she said, noting the land‑use approval itself is not the subject of the litigation though the lawsuit's outcome could affect the project.
Staff said they will provide printed public comments to the board at the hearing and bring further information to commissioners where appropriate.
