Louisa County supervisors move to solicit bids to demolish aging county jail amid preservation interest

County staff presented a demolition scope for the county jail and the board moved to solicit bids rather than take immediate action on a sale or rehabilitation plan.

The staff member outlining the plan described a scope that would allow salvageable materials to become the contractor’s property, require the contractor to cap water and sewer and to backfill and seed the site after demolition. The staff member said they planned to advertise bids in July and hoped to have work completed and the site seeded by the end of September if the board agreed to proceed.

During discussion supervisors and other participants raised a petition circulating to place the building on a historic register and questioned whether opponents of demolition had proposed a funding or rehabilitation plan. One supervisor said some opponents “don’t seem to be stepping up with money to buy it and rehab it,” while acknowledging both sides of the issue. The staff member said the building’s interior condition was poor and urged the board to get cost estimates before deciding.

A motion was made and seconded to have staff solicit bids for demolition; board members discussed scheduling the bid deadline and delivery to the auditor’s office. Several supervisors said they wanted firm cost estimates before fully endorsing demolition and asked staff to seek multiple bids and publish the solicitation to attract more contractors.

What happens next: staff will prepare a formal bid package and return with bid specifications and cost estimates; the motion directed staff to solicit bids rather than adopt a demolition contract at this meeting.
