Mayor outlines Stanton Center renovation plan, $15 million housing settlement and nominations for HR and finance directors

Mayor Litman told the council on June 8 that the administration will move forward with planning and design for the historic Stanton Center and that the project will include robust community involvement.
In the same update, Litman described a proposed $15 million settlement intended to resolve two public-housing lawsuits and to improve conditions at properties operated by the Housing Authority of the City of Annapolis. "This settlement allows the city, HACA, and residents to move forward to achieve that goal," the mayor said.
Litman also announced personnel nominations: Charles Hall for human resources director, whose nomination was introduced May 26, and Karen Aayi for finance director, currently serving as deputy director. The council took R1926 (Karen Aayi) up on first reader; members debated whether to suspend the rules and confirm her immediately but the rules-suspension motion was withdrawn and the nomination will return for additional consideration on second reader.
During the first-reader consideration of R1926, Alderman Shadowmire expressed strong support for Ms. Aayi’s qualifications but later withdrew a motion to suspend the rules after colleagues said the regular confirmation timeline should be respected. Members noted a potential benefit to earlier confirmation because the city’s contract with Harborview Consulting expires at the end of the month and overlap could ease transition.
The Stanton Center plan, the housing settlement and the personnel nominations are expected to proceed through staff work and future readings or administrative steps.
Next procedural steps: the finance-director nomination will appear on a future agenda for a second-reader vote; Stanton Center planning and design work is scheduled to begin this summer, per the mayor.
