Annapolis council unanimously adopts FY2027 budget after balancing amendment

The Annapolis City Council unanimously approved the FY2027 annual budget and property tax levy (Ordinance 0826) on June 8 after adopting a balancing amendment labeled LB1.

The council first added LB1—described by staff as a balancing amendment that captures items discussed during budget deliberations—and then approved 0826 on second and third readings. City Clerk roll call during the third-reader vote recorded all members present voting in the affirmative.

The mayor and multiple council members framed the measure as the result of a collaborative budget process. "I think that's the way the process is supposed to work," Alderman Savage said in remarks thanking staff, committee chairs and residents for input. Council members applauded after the vote.

City staff had circulated an updated files package and amendments ahead of the vote; members noted some amendments were posted shortly before the meeting but said staff worked quickly to make materials available. The ordinance now moves to implementation steps carried out by the finance department and relevant operating units.

The budget's unanimous passage drew comments from council members who emphasized continuity and improved staff capacity heading into the new fiscal year. The council adjourned after routine closing business.

The vote on the third reading of Ordinance 0826 was recorded by the city clerk and passed unanimously.
