San Ramon adopts 'technology disruption' policy to meet SB707 requirements for remote meeting interruptions

San Ramon adopted a Technology Disruption Policy on June 9 to govern responses to telephonic and internet interruptions during meetings that provide two‑way remote public access, fulfilling a July 1, 2026 requirement under SB707.
City Attorney Alicia Hoon told council the policy is narrowly focused on technology outages and does not address disruptive in‑person behavior. The policy sets out stepwise procedures: pause the meeting and attempt reconnection, allow up to an hour for remote access to be restored (resuming earlier if possible), and if connectivity cannot be reestablished the council may either adjourn and reschedule or continue the meeting after making an express finding that continuation without remote access is warranted.
Council amended the policy title to insert the word "Technology" to avoid confusion and then moved to adopt the revised title and policy. Council Member Verose moved the item and Vice Mayor Rubio seconded; the motion passed 4–0.
The policy gives staff a clear protocol to follow when Zoom or other remote platforms fail and requires staff to document efforts to restore public access and the council's decision when meetings continue despite limited remote availability.
