Board approves grants, contracts and infrastructure agreements; executive session authorizes property actions

During regular business after the public hearing on June 9, the Bryan County Board of Commissioners approved a string of grants, contracts and agreements intended to fund road, safety and emergency‑operations projects and authorized several property actions in executive session.
Approvals and contract awards included: authorization to execute a Safe Streets for All grant agreement (match breakdown presented to the board); approval to submit a Georgia DOT Local Road Assistance (LMIG) application — staff said the county was allocated approximately $695,000 and will apply for funds for the Wilma Edwards roundabout project; authorization to execute a CDBG‑DR grant‑writing contract with Withers Ravenel (grant writing fee $7,500; estimated administration fee $150,000 if funded); and authorization to negotiate a pre‑design contract with Goodwin Mills Kwood for CDBG‑DR architecture/engineering services (pre‑design fee $28,000, with design and administration fee at 6% of awarded grant funds). The board also approved a water and sewer service agreement with Scan Properties number 794 LLC (later amended to execute upon evidence the property’s escrow is closed) and a private development agreement with Anatolia Capital Belfast LLC in which the developer agreed to pay a $816,000 proportionate transportation contribution.
The commission approved a memorandum of understanding with the City of Richmond Hill under which the city will reimburse county costs to relocate city‑owned utilities for the Belfast Keller Road project and authorized the county engineer to amend the county’s Platinum Paving construction contract to accomplish those relocations. The board also approved a private development agreement with HIC Land LLC to contribute its share toward Port Royal Road improvements.
In executive session the board approved acquisition of right‑of‑way rights for parcel 054‑026 (paid $42,000) for Harris Trail Road improvements, authorized continued negotiation of an intergovernmental agreement with Long County to share Board of Equalization members (subject to final legal review), and approved a condemnation settlement with David and Kelly Greninger for parcel 050‑024 for $39,000 to secure needed rights for Belfast Keller Road improvements.
Several measures were approved by voice vote; where necessary staff will complete civil engineering or follow‑up legal steps before construction or contract execution.
