Planning staff said the rezoning conforms to the county comprehensive plan and that planning and zoning recommended approval with conditions including combining the three lots via a minor plat, providing a 75-foot undisturbed vegetative buffer where the site abuts residential zoning, and obtaining necessary stormwater and access permits before operations. Staff reported expected average daily trips of about 118 tied to the industrial use and emphasized that existing vegetation on site should be maintained where feasible.
An attorney for Southern Metals said rail delivery of aggregate would reduce truck traffic on Harvey Road and that the parcel’s location south of the rail line made industrial use appropriate. "You're taking about 100 truckloads of aggregate off the road and putting it on the rail spur," the applicant’s representative said, arguing that rail access decreases surface traffic impacts.
A motion to table the second reading passed; the item will be rescheduled for a north‑Bryan public hearing before the board takes final action.
