Commission approves mutual‑aid pact with Ute Mountain Ute Tribe, communications transfer, BLM MOU and several contracts

• A mutual aid agreement between San Juan County Fire and Rescue and the Ute Mountain Ute Fire Department to provide fire and emergency medical response on Ute Mountain Reservation lands in San Juan County. Fire Chief David Vega said the agreement allows San Juan County to act as the primary responder on the New Mexico side of the reservation "to provide a much faster emergency response to incidents occurring within that project area." The commission approved the agreement by voice vote.
• An agreement to transfer operation and maintenance of the county’s radio communications system to the San Juan County Communications Authority. Staff said the county will retain ownership of tower sites, leases and radio frequencies while the authority assumes daily operations and maintenance; Charles Rash and Communications Authority Director Nicole Brown addressed readiness. The transfer carried on a voice vote.
• A memorandum of understanding with the Bureau of Land Management designating San Juan County as a cooperating agency on the Farmington Field Office resource management plan; staff recommended approval and the commission adopted the MOU.
• Award of bid 25‑26‑18 for the Clerk’s Office expansion and renovation to Winters Construction LLC in a total award (base bid, alternate and gross receipts tax) staff described in the meeting as approximately $2.21 million; the county will use capital outlay funds. The previously lowest bidder was deemed non‑responsive for missing required substitution documentation.
• Adoption of the New Mexico Infrastructure Capital Improvement Plan (ICIP) and the county’s prioritized project list, which moves the Flora Vista wastewater project and McGee Park improvements among the top priorities for legislative funding consideration.
Each item was presented by department staff, moved and approved by voice vote during the meeting; the transcript records voice approvals but not roll‑call vote tallies. County staff said procurement and contracting steps will follow for projects and that the communications authority will assume operations with transitional staffing already in place.
