Cherokee County staff brief board on multiple planning items, annexations and consent-agenda purchases

Planning staff and department presenters reviewed a batch of routine and non-routine planning items and consent-agenda requests at the Dec. 3 Cherokee County work session.
Campground special-use permit: Planning staff described a request by Tiffany Miller (on behalf of Canton 1st Baptist) to establish an 8-site primitive campground at 1991 Garland Mountain Way. The parcel lies largely in Cherokee County (approx. 243 acres) with about 200 acres in Bartow County; the planning commission recommended approval and also recommended variances to allow existing encroachments on the 50-foot buffer adjacent to residential property, to allow access from Garland Mountain Way (a local street) rather than a collector, and to waive a deceleration-lane requirement given site constraints.
Rezone for landscaping business: Staff presented a request to rezone 0.29 acres at 3285 Hickory Flat Highway from R40 to General Commercial as part of a larger 3.5-acre property already zoned commercial to accommodate a landscaping business. Planning Commission recommended approval; staff noted septic service, on-site storage bins, and required buffers to adjacent residential parcels.
Annexations and rezonings: Staff briefed commissioners on three city annexation requests: (1) a 9.12-acre Ball Ground parcel (Cartersville Street) proposed for 38 detached units (39 including an existing structure) with City of Ball Ground water/sewer and a Jan. 7 planning commission hearing; (2) a 4.71-acre Holly Springs parcel at 4360 Hickory Road, current daycare with ball field and a concurrent rezoning application and City hearing Dec. 12; and (3) a 57.164-acre Canton proposal (Knockbridge Partners) for a 171-unit single-family residential community; staff flagged transportation and fire/emergency-service conditions for the Canton request and said they would verify unit counts shown on the plan.
Consent-agenda highlights: County staff previewed a multi-item consent agenda and several departmental requests, including: three alcohol-license residency-waiver resolutions; a $2,000 grant to Senior Services with an associated FY2025 budget amendment; a Superior Court budget amendment of $72,343 to create a judicial assistant position (the state will reimburse $35,325); renewal of multifactor-authentication licensing ($43,830); ESRI GIS software licensing ($45,505.35); park entrance sign replacements ($27,781.80, SPLOST-funded); sheriff vehicle upfits ($167,004.50); an x-ray inspection system for the Justice Center ($32,047.48); and Fire and Emergency Services requests to modify ladder-truck purchases and to upfit turnout gear (one-time ladder-truck purchase presented at $1,420,000 for a 78-foot ladder truck ready for immediate delivery). Staff explained the ladder-truck need was accelerated after a frontline truck was damaged in an accident and the replacement demo unit was available for immediate purchase.
What happens next: Consent items and the planning cases will be taken up at the regular meeting; several items require follow-up (transportation and fire review on the Canton annexation; staff to verify plan unit counts and traffic-study details).
