Todd County approves feedlot expansion to 499 animal units with lengthy conditions

Key conditions require the applicant to notify the Todd County Feedlot Program at least 90 days before construction; obtain a Feedlot Program interim permit prior to construction; meet Minnesota Department of Health and Minnesota Pollution Control Agency setback requirements; establish a minimum 50-foot vegetated buffer adjacent to the identified lake area; provide liquid manure storage capacity for at least 12 months; and immediately notify the County and the Minnesota Duty Officer in the event of any manure spill or discharge. The permit also requires updated manure management plans, soil sampling and manure analysis as required by MPCA rules, disclosure of CUP conditions to future landowners, and periodic registration every four years.
Commissioner Neumann moved to adopt the Planning Commission findings and grant the CUP; Commissioner Denny seconded. The motion passed by unanimous vote on the record. The board noted that additional permits and licensing from other agencies may be required before construction begins.
