Committee debates e-bike rules and a connector trail to give students safer routes

Committee members pressed the committee to address e-bike safety and routing after multiple reports of groups of riders on busy streets and in parks.

One committee member urged the city to consider an ordinance that treats higher-speed e-bikes similarly to golf carts and keeps them off main roads; David said state law constrains local regulatory authority but agreed the city should pursue a community discussion. "If there isn't a place for them to go, they'll find a place and then the question is what kind of impacts that results in," David said, urging collaboration among the city, school district and other stakeholders.

Members suggested short-term actions (identifying park or easement space for supervised riding, investigating Bonanza Park as a potential site, and exploring partnerships with bike shops for safety training) and longer-term infrastructure options. Mark and Karen described an existing easement corridor along 1431 where utilities created a cleared path that could be adapted as a connection toward the middle school and Sunset Park; Karen said there is one private parcel (Cactus Bend) where an easement or acquisition would be needed to complete the route.

The committee asked staff to check with the Economic Development Corporation about any private e-bike park proposals and to coordinate with the school district on student use and potential survey work. No ordinance was drafted at the meeting; members framed the topic as a community-led process that may require council-level action and cross-agency collaboration.
