Moffat County pledges $100,000, authorizes grant application and MOU for Lowdy Simpson skate park

Moffat County commissioners approved a resolution on June 9 to set aside $100,000 in county capital funds for development of a skate park at Lowdy Simpson and authorized staff to apply for a Colorado Health Foundation (CHF) planning grant.
Neil Binder of the Office of Development Services told the board the county would act as fiscal agent and that the Craig Skate Park Alliance would handle construction management and community outreach. John Miller of the Craig Skate Park Alliance said the CHF engagement is intended to position the project for larger implementation funding later, citing the Hayden project as an example where CHF contributed large implementation dollars.
County Attorney Max Sal told the board the CHF application included a $50,000 component; Binder explained the county’s $100,000 pledge comes from an existing Lowdy Simpson capital line item and would improve the county’s competitiveness for follow-on grants. “We’re just earmarking it for that park,” Binder said, adding that if the CHF grant is not awarded those funds remain in the county budget.
Commissioners voted to adopt Resolution 2026-72, to approve a memorandum of understanding with the Colorado Health Foundation, and to authorize staff to submit the grant application. The motions were seconded and carried by voice vote.
The county will now submit the CHF planning application; any subsequent awards and construction timelines will depend on future grant decisions and follow-up approvals.
