The Brentwood City Council voted June 9 to place the city manager on paid administrative leave effective immediately, Mayor Susanna Meyer said at the end of a closed session. The motion was approved by roll call; Mayor Susanna Meyer, Council member Maloney, Council member Mendoza and Council member Orleman voted yes, and Vice Mayor Pattonia Pearson abstained.
The action followed an extended public-comment period in which multiple speakers raised concerns about workplace conduct and recordkeeping. In an early public comment, a speaker who identified himself as Danny accused city staff of misusing work time and city funds, saying "there are accusations about your team, Mr. Duffy," and asking whether evidence such as emails or receipts should be requested. Another commenter, identified as Melissa, framed recent disclosures in broader terms, citing national EEOC and Pew statistics on harassment and discrimination and urging the council "to make the right decision" regarding the matter.
Mayor Meyer read the council's formal statement after closed session, stressing legal limits on what the city may disclose about personnel matters and emphasizing continuity of operations: "Administrative leave is not a final determination of any matter," she said, adding that city operations would continue "under the leadership of the city's executive team and department heads." Meyer also said the council will provide more information "when it is appropriate and legally permissible."
Council members emphasized the procedural nature of the leave during the meeting and asked residents for patience as the city works through privacy and due-process constraints.
