Council reviews escrow agreement to start Heritage Place feasibility study; staff outlines next steps

City staff presented an escrow agreement intended to fund feasibility work for Heritage Place, a three-project development adjacent to Pond Street and Louisa, and described the study’s immediate scope and follow-up steps.

Mr. White said the agreement would establish an escrow account to allow the city engineer to perform a feasibility study and that the initial deposit identified in the packet is $5,000. He said the study is expected to identify needed engineering work, utility capacity checks and any additional deposits required to cover plan-review fees, attorney review and other costs.

Staff and council discussed site plan details, parking and possible small rezoning for property take adjacent to existing homes. Staff said the proposed building footprint is similar to an existing structure, noted a three-story building totaling roughly 19,000–20,000 square feet was under consideration, and said drainage and parking layouts would be evaluated in the feasibility study.

Why it matters: Starting a feasibility study with an escrow agreement is an early, nonbinding step that lets staff and the developer refine scope, costs and required plan changes before major approvals like rezoning or construction permits are sought.

Next steps: Staff will proceed with the feasibility study after the escrow is established, report findings to council and identify any additional deposits needed before the project proceeds to plan review and site-plan approval.
