City staff summarized the Buffalo Springs and CB Stewart facility project, which includes closing a waterline loop to serve multiple corridors and extending sanitary sewer along State Highway 105. The city received 10 bids on June 4 ranging roughly from $107,000 to $1.4 million; ARS Construction LLC submitted the lowest responsive bid at $807,906.50 with 150 calendar days for substantial completion.
Staff told the council they had checked references for ARS Construction and found no reports of major change orders or significant delays in prior projects. Staff also noted the project is funded in part by BCS Capital and another party (a church); a small sliver is city-funded and no contract will be executed until required deposit receipts arrive.
When the mayor called for the vote, the motion passed on a voice vote. The mayor said, “All those in favor ... say aye.” After members responded, the mayor announced, “The ayes have it. The motion carries, and we will accept ARS as the, engineer's recommendation.”
