Leacock Township Municipal Authority approves routine minutes, bills and operations; DEP to close monitoring wells

Leacock Township Municipal Authority members met May 7 and unanimously approved routine business including the April 2 meeting minutes, bills-to-pay lists and treasurer reports.
In opening business Dale High, who called the meeting to order at 4:30 p.m., and other authority members recorded unanimous approval of the April 2, 2026 minutes on a motion by Willis Zimmerman, seconded by Dale High.
Bruce Ammon, the authority’s sewer operator, presented the sewer report. Ammon detailed maintenance work including replacing on/off floats at the Mill, Intercourse and Plant pump stations and replacing LDO analyzers and probes at the plant. He said Nolt’s hauled about 120,000 gallons of sludge over five weeks and reported the plant was operating well. The authority approved the sewer operator report on a motion by Zimmerman, seconded by Nicholas Detore.
Mr. Houser provided the water plant report, which the board approved on a motion by Zimmerman and seconded by Detore. The water report noted that sentinel and monitoring wells will be closed by the Pennsylvania Department of Environmental Protection (DEP).
The board approved both the sewer and water bills-to-pay lists (motions by Zimmerman and by Frank Howe, respectively) and approved the sewer and water treasurer’s reports (motions by High and Howe). All recorded motions passed by unanimous vote.
Members reviewed fund balances and certificates of deposit. The minutes note that a lien held against Debra Reyes has been paid and that Mr. Estheimer will proceed with the follow-up steps noted in the record. The authority also referenced Exhibit #1 (a Hanover letter dated May 6) regarding use of remaining equivalent dwelling units (EDUs) in the Bird-In-Hand area; the exhibit was noted for the record.
With no further business the meeting was adjourned at 5:10 p.m. Frank Howe attested the minutes as secretary/treasurer.
