At its Oct. 6 meeting the Town of Mount Olive board approved Action Memo 10‑32, adopting a packet of Community Development Block Grant (CDBG‑I) policies that include an Equal Employment Opportunity Policy and Plan, a Section 3 Action Plan, a Language Access Policy, a Section 504 Compliance Officer/Grievance Procedure, a Residential Anti‑Displacement and Relocation Assistance Plan, a Code of Conduct Policy, a Citizen Participation Plan, a Prohibition on Excessive Force Policy, and a Procurement Policy and Plan, along with an Equal Housing Opportunity Resolution and a Fair Housing Complaint Procedure.
Mayor Pro‑Tempore Barbara Kornegay asked for clarification on renewal cycles; Administrative Assistant/Town Clerk Sherry Davis said many of the policies must be renewed every three years and explained that the Section 3 Action Plan is intended to promote consideration of historically under‑utilized and minority businesses in grant processes. Mayor Jerome Newton asked who would be responsible for contractor/subcontractor employee information; Sherry Davis said the contractor is responsible and that the town will have staff available to translate documents for Spanish and Haitian Creole speakers as required by the Language Access plan.
Mayor Pro‑Tempore Kornegay moved to approve Action Memo 10‑32; Commissioner Tommy Brown seconded and the motion passed 5‑0.
