The Pampa City Commission authorized the city manager to execute an agreement with Clear Career Professionals to run the recruitment for the city—s next police chief.
Dustin Miller introduced James Groom of Clear Career Professionals, who described the firm—s recruitment process and timeline: one to two weeks to post and prepare materials, three to four weeks of advertising and outreach, one to two weeks to screen candidates and an overall 10—12-week estimate from posting to a job offer. Groom said the firm uses brochures, podcasts, targeted outreach to passive candidates and a large professional network to locate qualified applicants.
Groom described a fixed fee of $16,000, broken into payment milestones: $8,000 up front, $5,000 at semi-finalist selection and $3,000 at hire. He said the contract includes a guarantee to repeat the recruitment at no additional cost if the hired candidate leaves within a set period (noted in the agreement as one year). Commissioners asked about success rates and out-of-state finalist travel expenses; Groom said police chief and city manager placements have been successfully completed and that finalist travel costs were not included in the $16,000 and would generally be the city—s responsibility.
Commissioners moved, seconded and approved the authorization by voice vote.
The contract requires staff to coordinate finalist interviews, background checks and other administrative tasks; final hiring decisions remain with the city.
