Residents oppose RV-park rezoning; Pampa commission rejects change for 2701 North Hobert

The Pampa City Commission voted against changing the zoning of lots 2 and 3R of the Benpar subdivision (2701 North Hobert) from office to commercial, blocking a proposed RV park after several nearby residents spoke in opposition.
Planning staff introduced the application and said the applicant, Gerald Urban, filed the request on April 15 and that Planning & Zoning did not make a recommendation at its May 12 meeting. Staff said 35 notices were mailed to properties within 200 feet and 14 responses were returned in protest of the rezoning.
Three residents spoke during the public hearing. Angela Beck, who said she and her mother bought a house at 1004 Sierra last year, said: "RV parks are good on the highway where you can find them, not in a neighborhood." Karen Shanton, of 1027 Sierra Drive, said streets around the site are not designed for large RV traffic and that safety and traffic near a dead-end leading to a Walmart were concerns. Jackson Cheney said the neighborhood—s character and recent investments by homeowners would be harmed and noted school consolidations already create traffic pressures.
Commissioners said they had listened closely to constituent concerns. One commissioner noted the neighborhood context and said there were "better places" for an RV park. Commissioner Horse, who joined via Zoom and said many constituents had contacted her, emphasized child safety and traffic as reasons to oppose placement of an RV park in a residential area.
The commission called for a voice vote; no commissioners raised hands in favor and the motion to rezone failed.
No formal motion to approve the rezoning passed; the public hearing was closed earlier in the meeting by unanimous voice vote. Gerald Urban was not present in the chamber during public comment, and no speakers at the hearing publicly endorsed the rezoning.
The commission did not adopt any alternate direction on siting or a study requirement at this meeting; staff may follow up with the applicant about potential alternative sites or future proposals.
