Council to convene work group after child injured by e-bike; police to participate

A council member told the Committee of the Whole that a child suffered a tibia and fibula fracture after being struck by an e-bike over Memorial Day weekend and urged the city to study whether local regulation is needed. Major Davis and Captain Lorenzan from the police department said they would participate and that the department can provide a draft ordinance or model language used by other cities.
Council members noted that there are three classes of e-bikes with varying speed and abilities and compared them to existing bicycle and motor-vehicle rules. Some members said the Traffic Safety Commission should be involved; others volunteered to join a work group to identify options and draft recommendations. The committee agreed to form a working group to review safety, enforcement, and potential ordinance language and to coordinate with police.
