Applicant Brian Bush told the York City Planning Commission he intends to convert the existing catering kitchen at 350 Rockdale Avenue into a shared, reservation‑based commercial kitchen where food trucks, caterers and small businesses could rent licensed kitchen time.
Staff presented Case 23‑2026‑Z‑B and recommended denial of the variance to permit a business‑service establishment with a commercial kitchen and catering in the RS2 district. Bush said the building previously operated as a catering kitchen for more than 30 years and already contains much of the necessary infrastructure (hood, stainless steel surfaces). He described a scheduling system for tenants and said both the building and individual renters would obtain health licenses from the Pennsylvania Department of Health and the York City Health Department.
Bush said he has a large list of potential tenant businesses and that the model would expand access for enterprises that cannot use the smaller central‑market kitchen. No members of the public spoke. The Planning Commission again lacked a quorum and did not make a recommendation; the Zoning Hearing Board will review the variance request next week.
