Committee approves sending RFP to market city-owned buildable lots

The Committee of the Whole directed staff to issue a request for proposals to market Clinton City’s buildable parcels, community development director Tammy Johnson said. The RFP, included in the meeting packet, outlines four bidding models: commission, flat fee, portfolio bundle and a hybrid combining elements of both. Johnson recommended issuing the RFP with all four models to allow brokers to propose the approach that suits them.
Council members discussed pricing and marketing approaches; members noted many residential lots may be at low price points that favor a flat fee structure, while larger commercial parcels might better suit commission-based or hybrid arrangements. Johnson said she would mail the RFP to local brokers and reach into the Quad City area to solicit competitive proposals rather than relying solely on statewide platforms.
Council voted to forward the RFP and the item will return for final action at the business meeting. Two residential lots on Second Avenue (800 and 756 2nd Avenue South) will be removed from the RFP because engineering needs the properties for staging of the bluff expansion project.
