Council approves 2026 BID allotment for Grass Valley Downtown Association

The Grass Valley City Council approved the Grass Valley Downtown Association's proposed 2026 parking and business improvement district (BID) distribution and authorized payment of the organization’s invoice under the administration agreement.

GBDA interim chair Barbara Bashaw and Executive Director Robin Galvin Davies presented the 2026 annual report and request, describing more than $265,000 invested in downtown events and projects in 2025, a balanced 2026 BID budget allocating approximately $65,000 to events, beautification, marketing and public‑facing improvements, and measurable visitation increases tied to programming such as Thursday Night Market and Music on Mill.

Multiple downtown business owners and long‑time residents spoke in support during public comment, crediting GBDA projects (public restrooms, downtown lighting, Mayday/Market events) with increased foot traffic and sales. Speakers included business owners Lily Robertson and Penny Short and former council members and Chamber partners.

Council member motioned and seconded to approve the distribution and payment; the motion passed with a majority vote and one council member recorded as recused. Staff noted the BID allocation is governed by the parking and business improvement area agreement and that the distribution supports agreed‑upon marketing and infrastructure items.

Next steps: the city will process payment of the approved invoice and GBDA will proceed with the funded programs for 2026; the BID and city will continue coordinating on permitting and event operations.
