North Ogden City Council adopted Ordinance 2026‑15, approving an executive compensation schedule that updates salary ranges for elected officials, appointed officers and department heads ahead of the upcoming budget process.
City administrator John Coller presented the required hearing item, explaining the schedule is based on a compensation survey of 20–30 comparably sized cities. Staff recommended a 5% increase to the council stipend (about $300 a year) and said the table shows ranges and a bonus column that the city is not presently using. Council members questioned how dual roles (for example, an official performing both city manager and city attorney duties) are treated; Coller said those officials receive a single salary that is measured against the survey range.
Public hearing comments split: Philip Swanson spoke in favor of the increases, calling them long overdue, while Reed Miller urged that public service should not be primarily motivated by compensation and questioned the need for an increase. Council discussion emphasized workload, recruitment, and fairness; several members said modest compensation helps broaden the candidate pool beyond retirees. The ordinance was approved on a 5–0 roll call vote.
