The other bidders were larger national firms whose fee structures differed (per-kilowatt-hour advisory fees or embedded volumetric adders).
Board members clarified the town is not signing a standalone long-term contract with Sparrow; instead, Sparrow's work is expected to be engaged through the energy supplier contracting process and on a contract-by-contract basis tied to specific supplier agreements and services. The board amended the motion to explicitly add review and analysis of town energy billing to Sparrow's scope.
The motion to utilize Sparrow Energy Group as the town's energy broker passed 5-0. Staff said they will return with draft engagement terms and recommended contract language for board review.
