Grants compliance manager Trel Woods presented the City of Compton’s draft 2026–27 annual action plan for Community Development Block Grant (CDBG) and HOME funds at the June 9 council meeting, summarizing HUD program objectives and proposed allocations.
Woods outlined allocation categories and proposed figures for the coming program year, noting recommended subrecipients chosen by the Federal Grants Advisory Panel (FGAP) including Community Legal Aid, Community Lawyers Inc., United Hands Multi-Purpose and 511 Hoops. He said the city’s CDBG allocation for 2026–27 is approximately $1.334 million and the HOME allocation is approximately $427,822; staff described caps for administration and CHDO set-asides consistent with HUD rules.
During the public hearing residents and nonprofit representatives asked for more accessible notice and handouts, clearer performance metrics and a public presentation from proposed subrecipients. Several speakers requested a simple dashboard or progress report so the community can see which organizations receive funds and evidence of work performed in Compton.
Grants staff and FGAP members replied that FGAP reviews proposals and makes recommendations and that CHDO set-asides are HUD-mandated. Staff said hearings were published in the Compton Bulletin on May 1 and that FGAP interviews are open to the public; staff offered to publish snapshots of funded activities and provide materials to the council and public.
The public hearing opened at 6:49 p.m. and closed at 7:07 p.m.; council asked staff to supply additional documentation on subrecipient performance and to improve outreach in advance of finalizing the action plan.
