Final plat and preliminary plan approved for McB Acres rental duplexes north of US‑24

The Planning Commission approved a renewed preliminary development plan (case 26810‑02) and an associated final plat (case 263203) for McB Acres, an 11.5‑acre rental community north of US‑24. The project proposes a loop road with multiple duplex building envelopes, a mixture of ranch and two‑story duplex types, two detention basins and a walking trail with benches.

Staff explained the application renews an earlier PUD that had expired and that the principal difference in the current submission is the addition of separate building envelopes to facilitate financing and phased construction. Developer Jack Murphy said the envelopes allow lenders to issue loans and permits for subsets of buildings without encumbering the entire tract and said infrastructure (roads) is largely completed; only landscaping, final striping and minor site work remain.

Commissioners asked about parking, street width, HOA maintenance of common areas and whether parking restrictions would be needed on certain streets. Murphy said the HOA will manage common open space, detention basins and trails; units are intended as rental housing with an on‑site manager elsewhere in the company’s portfolio. The commission approved both the renewed preliminary plan and the final plat (each motion passed 5–2) and directed staff to ensure parking, setbacks and stormwater maintenance are addressed in final construction documents.

Next steps are building permit submittals for individual units and landscape installation per the final plat.
