County staff told the board that transit‑lodging tax (TLT) revenue has flattened — staff now project about $15.6–15.9 million versus the $17.9 million budgeted — creating a gap in the repayment plan tied to an $8 million obligation associated with prior loans and grants (including a Hillsboro ballpark obligation and visitor grants).
CFO John Styer reviewed multiple options and recommended revising an inter‑fund repayment schedule for the first tranche and making a straight payment from SIP for the second tranche so the county can clear the $8 million exposure and avoid transferring repayment uncertainty to a future board. Styer said the suggested course preserves transparency for a successor board and enables the payment in the new fiscal year without dipping into operating reserves.
Commissioners asked for clearer graphics and for staff to notify partner organizations (including ETV/ETB) about the approach. The board gave general approval to proceed with the recommended strategy and asked staff to prepare a repayment revision as an agenda item for the June 23 meeting so the payment can be made early in the fiscal year.
Styer also noted longer‑term options for 2030 when the ETV contract period ends and said the board may consider whether to pursue a voter‑approved increase in TLT (a one‑cent example was discussed) or to renegotiate revenue sharing in the next contract cycle. Commissioners emphasized the need to make the plan clear to incoming board members and partners.
