Committee forwards property conveyance and lease bills for city use and program space

The Committee on Public Property and Public Works forwarded three separate measures involving conveyance and leasing of city-related property after receiving departmental testimony explaining each request.
Lwanda Abear, deputy commissioner in the Department of Public Property's Real Estate Division, testified in support of bill 260528, which authorizes the Philadelphia Authority for Industrial Development to convey fee simple title to a portion of property known as 5501 Takoney Street for less than fair market value. Abear said the parcel has restricted potential uses and that transfer at below fair market value will accommodate an operational requirement for supplemental parking.
Abear also supported bill 260529, a lease agreement and lease amendment for a portion of the premises at 1341 North Delaware Avenue for general office and administrative use by the city. She told the committee that the space houses the police department employee assistance program and citywide vice units, and that funding for the lease is included in the Department of Public Property's fiscal-year budget.
Finally, Abear testified in favor of bill 260531, authorizing a sublease with the Philadelphia Municipal Authority for use of a portion of 701 Market Street by the Department of Behavioral Health and Intellectual disAbility Services. She said DBHIDS currently occupies 26,758 rentable square feet on the fifth floor and will receive a tenant-improvement allowance; the lease term would be converted to a 10-year term on passage.
Committee members asked no substantive questions on these items. The committee voted to report bills 260528, 260529 and 260531 from committee with favorable recommendations and to request suspension of the rules to permit first reading at the next Council session.
