Karen Skone, representing the property owner, said the property was flagged for riverfront, that the 100‑foot buffer runs through much of the lot and that the proposed work falls under 10 percent impervious within the riverfront area. She said erosion‑control measures and a proposal to use a native warm‑season grass mix for disturbed areas are shown on the plan and that no work is proposed in floodplain or natural heritage areas.
Commissioner Craig and other members said the bulk of the issue is mitigating approximately 950 square feet of added impervious surface and asked for a specific restoration planting plan (species, location and quantities) to offset that increase. They also requested removal of a pile of stumps and debris at the northwest corner of the lot and clearer erosion‑control documentation. Commissioners said they were uncomfortable allowing additional work to proceed before mitigation details are finalized.
The applicant agreed to provide the restoration planting plan and erosion‑control updates. The commission voted to continue the hearing for 56 Spring Street (D57671) to June 22 at 7:05 p.m. so members can review the requested documentation.
