Council declines to include Mary’s River Park parking in Frolic lease after environmental and access concerns

The Philomath City Council instructed staff not to include Mary’s River Park in the draft lease with the Frolic & Rodeo for spectator parking, voting 4–1 after more than an hour of discussion and public input.
Staff presented a draft lease that would have allowed limited use of the park’s mowed field for spectator parking during the Frolic. Supporters said the park is immediately adjacent to the event and would reduce neighborhood parking impacts; opponents raised environmental concerns (oil and fuel leaks, rutting, and impacts to native plant areas), public‑access concerns about closing a public park for a privately operated event, and precedent for charging for access to a city natural area.
A council member and a scientist on the dais urged caution, noting that even single events can produce soil and runoff impacts, and recommended either off‑site parking with shuttle service or a mitigation/ restoration fee to cover potential damage. Other councilors suggested using other city‑owned fields or negotiating mitigation or restoration commitments from the Frolic if any offsite parking were permitted.
The mayor moved that Mary’s River Park not be included in the lease agreement; the motion was seconded by Councillor Andrade and carried 4–1. Council directed staff to continue lease negotiations on other terms without permitting park parking and to require the event promoter to propose alternative parking or mitigation plans as part of the event‑permit process.
