Council approves temporary second assistant city manager position for overlap and knowledge transfer

City Manager Rose told the Lake Forest City Council on June 2 that the proposed amendment to the classification plan would add a second assistant city manager position temporarily to permit overlap and knowledge transfer before the incumbent retires at the end of the year.
"We are proposing adding a second one and then once we hire we have a chance for some training. Mr. Neves will retire and then we would eliminate that second position," Rose said, explaining the change is intended to avoid operational disruption and that no salary-range changes were proposed.
A council member objected to the temporary nature of the addition, arguing no one person will fully replace the retiring assistant and suggesting a permanent second assistant is more appropriate. "You need two. So you might as well put a one two," the council member said.
The council moved the staff recommendation and the motion passed (recorded as 4-0 with Council Member Tedmer absent).
