Staff previews planned changes to Joplin’s historic‑preservation zoning (Appendix E)

Planning staff briefed the Zoning and Planning Commission on a forthcoming text amendment to the City of Joplin’s zoning code that would change how historic-preservation overlays are designated.

A commissioner noted the Historic Preservation Commission had scheduled a discussion of Appendix E; Tyler (city planning staff) said the topic is on the upcoming agenda and that staff aims to bring suggested amendments to planning and zoning in September as part of a larger update to the development code that has been in progress for roughly three years. Tyler explained the change is primarily definitional: "They want to amend some of the zoning overlays for the Historic Preservation district... So the Sunshine Lamp districts, it'll get an HD designation versus specific house with historic value will be designated as HL." He emphasized the adjustment is intended to clarify the type of overlay being applied (district versus individual historic landmark) rather than to change the substance of historic-preservation protections.

Tyler said one element of the proposed process is that certain items would require historic-preservation approval before coming to the planning commission. Commissioners asked whether the change would make designations stronger or weaker; staff responded the amendment is meant to provide specificity and not to alter the effect of protections. The commission heard the preview but did not take formal action; Tyler indicated staff will return with a formal proposal later in the code‑amendment schedule.
