District presenter Mr. Pow told trustees the highest-ranked responsive proposal came from Sadie Burch LLC and that negotiations reduced the firm’s initial proposal to $1,480,000 with a 240-calendar-day schedule. "The proposal that you will be considering is $1,480,000 with a schedule of 240 calendar days," Mr. Pow said during the presentation.
Why it matters: the facility is intended to serve track and softball teams and event spectators; trustees pressed staff about whether the number of toilets and showers is adequate when multiple teams or larger crowds use the facility. Trustee Tom Gonzalez urged the district to plan for more fixtures than minimum code requirements to avoid future retrofits.
Board discussion centered on restroom and shower capacity rather than rejecting the award. Trustee questions focused on how fixture counts are determined. Mr. Pow answered that building codes set minimum requirements and that the current design provides two toilet fixtures and two sinks per dressing room — "the worst case scenario would be one toilet facility per 25 team members," he said — and that the district can add fixtures at additional cost.
Superintendent Miharees and trustees also reviewed the procurement process. Staff said five proposals were received but three were non-responsive because they failed to include required bid bonds; the district proceeded with the responsive proposals that met procurement rules.
Trustees noted project sequencing across other athletic projects and stressed careful oversight to avoid delayed completions. The motion to award the contract was made by Trustee Tom Gonzalez, seconded by Trustee Jorge Bara, and passed unanimously.
The board was told the contract's schedule would place practical completion around April of the next year if awarded that night. Staff noted a separate 1,200-square-foot storage building is included in the scope. The board did not adopt any specific change to restroom counts at the meeting; trustees directed discussion and recommended the district consider adding fixtures when feasible.
What’s next: the award authorizes the superintendent or designee to finalize budgeted purchases and contract administration in line with board policy; the district will proceed to notify the recommended contractor and begin project scheduling and permitting steps.
