Santa Rosa Board honors 20-year water department employee Jerry Winterland on retirement

Chair Galvin opened the meeting by reading a proclamation recognizing Jerry Winterland for 20 years of service to the City of Santa Rosa water department and presenting a signed resolution honoring his retirement.
The board’s proclamation noted Winterland’s start as a temporary civil engineering technician in 2006, promotion to permanent technician in 2007 and to assistant engineer in the water department’s asset management division in 2023, and credited him with contributions to capital projects and the city’s water reuse system. “We recognize, commend and express our sincere and heartfelt appreciation to Jerry Winterland for 20 years of outstanding service,” Chair Galvin said while reading the proclamation.
Winterland thanked the board and described his path to the city, saying he had moved into civil engineering after a layoff and completing coursework at junior college. He highlighted projects he worked on, including the Hearn Avenue widening, the Stony Point widening and the UV project at the treatment plant now under construction. He also described an early pilot at the Laguna treatment plant involving algae digestion and thanked supervisors and colleagues, singling out Lori Urbanic, Liz Haley Henley and Candace Michael for mentorship.
Board member Dit and public commenter Janice Carman offered congratulatory remarks during the public-comment portion of the agenda. Carter praised Winterland’s career as an encouragement to local students and suggested he might return as a consultant or volunteer; Carman called his story “refreshing.” Winterland closed by saying he had enjoyed working for the City of Santa Rosa and thanked staff and the board.
The proclamation was presented with a photo opportunity and the board moved on to its regular agenda.
