Commission ratifies consent items, approves RTP non-motorized grant, personnel backfills and a $5,000 archery-range match

Grand County commissioners approved multiple consent and action items at the March 3 meeting, including grants, personnel backfills and a small discretionary match for recreation infrastructure.

The commission ratified bills totaling $1,942,675.75 and payroll of $560,075.30, and adopted several letters and grant‑support items on the consent agenda after pulling item I for separate discussion. Item I — the non‑motorized recreation trail program (RTP) grant application and the commission letter of support — was discussed and approved unanimously.

Staff presented backfill requests for part‑time positions at the Grand County Public Library and Grand County Search and Rescue, explaining budgets are structured as hour pools and that backfills would not change approved overall budgets; the commission approved both backfill requests.

An ordinance amending the consolidated fee schedule, including newly approved impact fees (cited as effective May 18), passed 6–1 with Commissioner McCurdy opposed; staff clarified impact fees apply to new development, not existing resident rates.

Commissioners also approved a $5,000 discretionary match for a UORG archery‑range grant application after discussion of prior in‑kind work and grant timeline; the grant applicant intends to secure remaining funds and start work upon grant approval.
