On May 12, 2025, the Joplin City Zoning and Planning Commission approved case 017-25, a first-request special-use permit for 3105 South Wisconsin Avenue to allow two duplexes.
City staff explained the property had been rezoned previously and that certain residential types not permitted by right can be authorized through a special-use permit; development regulations for the duplexes — setbacks and unit sizes — would be the same as if the buildings were in an R-2 district.
Two people gave names and addresses for the record. Valerie Robinson, who provided an address of 243 North Indiana, said the project would include two duplexes. "Originally, we were gonna put my pickleball courts. It's just too expensive, so we pivot," she said.
No members of the public spoke for or against the request. Mr. Spruce moved to approve the special-use permit and Ms. Phillips seconded; the motion carried by voice vote. The commission will forward the approved case to the Joplin City Council on June 9, 2025.
