Planning commission recommends Boys & Girls Club facility adjacent to Silver Stage schools

The Lyon County Planning Commission unanimously recommended approval of a conditional use permit for a new Boys & Girls Club facility to be built next to Silver Stage High School in Silver Springs.
Staff presented the request (PLZ-2026-036) for a combined 13,660‑square‑foot teen center and daycare and a proposed 14,130‑square‑foot gym on a 3.85‑acre parcel at 4035 West Spruce Avenue. The site is immediately across Topaz Street from Silver Stage High School and within walking distance of the middle school. County staff told commissioners the location is well suited for an after‑school facility and noted required improvements such as sidewalks and crosswalks connecting the schools.
Travis Crowder, director of the Boys & Girls Club of Mason Valley, said the club currently serves about 80 children per day from a school multipurpose room and expects demand for roughly 150 children per day at the new facility. Eric Anderson, the project civil engineer, said the applicant has recorded an annexation agreement for sewer with the Silver Springs GID and has submitted an annexation application for the Silver Springs Mutual Water Company; the water annexation process includes public-utilities commission review.
“The daycare will have its own playgrounds and the clubhouse area will have a turf half court and common space,” Anderson said, describing a single building that combines clubhouse and licensed daycare uses to improve staffing efficiency and reduce vehicle trips.
Commissioner Lumis moved to recommend approval; the motion passed 5-0. Staff will include typical conditions requiring building permits, off‑site sidewalk and crosswalk construction and confirmation of utility service before final permits are issued.
The recommendation will be forwarded to the Board of County Commissioners for final action; the applicant said it will return with building permit submittals after BOCC approval and utility confirmations.
