Livingston board adopts resolutions to pursue facility grants, approves nutrition contracts and adopts personnel policies

At its May 14 meeting, the Livingston Union School District Board of Trustees approved multiple resolutions and administrative actions to support facilities, staffing and student services.
Resolutions and facility funding: The board adopted Resolution No. 24 authorizing submission of an application to the San Joaquin Valley Air Pollution Control District Public Benefit Grants Program for purchase of five electric utility vehicles and designated the superintendent as authorized agent (5–0). The board also adopted Resolution No. 25 to designate district representatives and authorize filing applications to determine School Facility Program new construction and modernization eligibility with the State Allocation Board (5–0). Resolution No. 26 acknowledged certifications required to submit modernization and new construction funding applications beyond bond authority to the Office of Public School Construction (5–0). Resolution No. 27 authorized the district to comply with Education Code Section 17070.54 requirements to participate in State Allocation Board–administered programs (5–0).
Declaration of Need: The trustees approved the 2026–27 Declaration of Need for Fully Qualified Educators and authorized staff to submit it to the State Commission on Teacher Credentialing (5–0).
Child Nutrition procurement: Child Nutrition Director Terah Brasher reported on program operations and federal updates. The board awarded multiple RFPs for the 2026–27 child nutrition program and authorized the district to issue notices of award to vendors and amounts listed in the minutes, including Sysco ($365,000), Madera Produce ($195,500), Crystal Creamery ($190,000) and other vendors; motion passed 5–0. The minutes record a total of ten bids received for fresh, frozen, canned goods, milk, produce and supplies.
Policy actions: On second reading, the board adopted new Board Policy BP 4119.24/4219.24/4319.24, "Maintaining Appropriate Adult-Student Interactions," and approved revisions to BP 4119.21/4219.21/4319.21 "Professional Standards." Both actions carried 5–0.
Consent and personnel: The board approved the consent agenda, which included revised Education Protection Account (EPA) spending plan entries, personnel and minutes approvals, and revised Item IX.H to reflect eight staff attending the Character Strong national conference (estimated cost per attendee $2,500). The minutes include Attachment C listing the Arts, Music, and Instructional Materials Discretionary Block Grant allocation of $1,439,054 and the related spending plan.
The minutes record that initial proposals (sunshine notices) for 2026–27 contract negotiations were filed by CSEA Chapter 385 and by the district; public comment on those proposals is scheduled for the next board meeting.
