Board approves routine contracts, a month-to-month lease and a roof replacement; approves returning parcel at Burnt Chimney to county

• Contracts: The board approved three contracts after pulling item 5.05 for discussion. Staff explained one contract is a month-to-month lease for an adult regional program; the lease was described as already in effect on a month-to-month basis and includes liability and record-access protections. Staff said the lease can be terminated with 30 days’ notice and that the district is exploring other venues and potential fiscal agents for the program. The board approved the contracts by voice vote.
• Roof replacement: The board reviewed bid results for the Benjamin Franklin Middle School West Hall roof replacement; the architect and staff had checked references for the apparent low bidder despite a wide spread in bids. The board voted to award the contract to the recommended bidder; the contract included a substantial-completion date of July 31 and liquidated damages for delay.
• Surplus parcel: The board approved a resolution to return approximately 0.8 acre adjacent to Burnt Chimney Elementary to the county after staff explained that consolidated school properties reside with the county and the strip had not been deeded previously to the division.
Votes were taken by voice and carried without recorded opposition. Board members discussed revisiting the adult regional lease on a future agenda and asked staff to report on outreach to the county about alternative housing or fiscal arrangements.
Next steps: staff will place the contract/lease item on a future agenda for an update if county negotiations produce alternative options; the roof contractor is scheduled to begin weekend work in May and achieve substantial completion by July 31 per the bid documents.
