BFMS HVAC project on track; generator grant and roof replacement move forward

District construction staff told the Franklin County School Board on Nov. 10 that the Benjamin Franklin Middle School HVAC project is progressing and remains roughly on schedule.
Mr. Spencer and Mrs. Kelly said the work is in phase 8 with a projected finish of Dec. 5, 2025, after which testing of systems will continue. A structural issue required removal and reengineering of a library bulkhead; a structural engineer recommended replacement and crews have completed demolition and are reinstalling the rebuilt bulkhead.
Mr. Spencer also updated the board on related capital work for the west building: design for an emergency generator required for the facility’s role as an emergency shelter is moving forward, and funding from the Virginia Department of Emergency Management is in place. "According to the county, the local match of the $235,000 the county is going to pay out their capital funds," Mr. Spencer said, describing the county’s commitment for the local share. The district said it needs to provide design information to advance the generator procurement.
District staff said they will be returning to the board in February to advertise roof-replacement bids for the west building; a notice to proceed could be issued in mid-December depending on award timing, with an expectation that the contractor may work nights/weekends and aim for substantial completion by July 31, 2026.
Board members thanked staff and emphasized coordination with county maintenance and emergency-management partners as the projects proceed.
