Granville approves purchase of 'I Am Responding' software for 911 dispatch; county manager says purchase uses external funds

The Granville County Board of Commissioners on April 20 approved the purchase of the "I Am Responding" software platform for the county's 911 center, with the approval made subject to final contract review by the county attorney.
911 director (identified in the meeting as Miss Hicks) described the platform's capabilities: real‑time notifications to responders, live GPS 'breadcrumb' updates of callers' locations, integration of RapidSOS telematics and health‑profile data, reduced radio traffic and responder tools for preplans, scheduling and record management. She said the system would provide both the CAD street address and an updated GPS location for callers who are not at the civic address, which can be critical in search or lost‑person incidents.
The county manager told the board that staff had aggressively pursued state ETSF funding to pay for the multi‑year purchase and that no county general‑fund money was required for the purchase as presented.
Commissioners moved to approve the purchase with the condition that the county attorney complete a final review of the contract prior to execution. The board approved that motion by voice vote.
Staff will finalize contract terms with the vendor and return the signed agreement after legal review and required administrative steps.
